Excerpts In The Resolutions Granting Moratorium
Listed below are several passages of the House Resolution that points to the need for a Next Step that leads to healing and reconciliation.  It is another “body of evidence” – Corpus delicti that grants this Moratorium Proposition

2. Whereas, slavery in America resembled no other form of involuntary servitude
known in
history, as Africans were captured and sold at auction like inanimate
objects or animals;

5. Whereas, the system of slavery and the visceral racism against persons of African
descent upon which it depended became entrenched in the Nation’s social fabric;

6. Whereas,…the Civil War, which was fought over the slavery issue;

7.  Whereas, after emancipation from 246 years of slavery…and racial segregation laws
that imposed a rigid system of officially sanctioned racial segregation in virtually all  
     areas of life;

8.  Whereas the system of de jure racial segregation known as Jim Crow…was a direct
     result of the racism against persons of African descent engendered by slavery ;

9.  Whereas,… the vestiges of Jim Crow continue to this day;

10. Whereas, African-Americans continue to suffer from the consequences of slavery
and Jim Crow

11. Whereas the story …against them should not be purged from or minimized in the
       telling of American history;

12. Whereas President George W. Bush acknowledged slavery’s continuing legacy in
American life and the need to confront that legacy when he stated that slavery “was . . .
one of the greatest crimes of history . . .

… And many of the issues that still trouble America have roots in the bitter
experience
of other times. But however long the journey, our destiny is set: liberty
and justice for all.”

13. Whereas, President Bill Clinton also acknowledged the deep-seated problems
caused
by the continuing legacy of racism against African-Americans that began
with
slavery…

14. Whereas, a genuine apology is an important and necessary first step in the
process of racial reconciliation;

15. Whereas, an apology for centuries of brutal dehumanization and injustices cannot
erase the past, but confession of the wrongs committed can speed racial healing
and
reconciliation and help Americans confront the ghosts of their past;

17. Whereas it is important for this country, which legally recognized slavery through its
Constitution and its laws, to make a formal apology for slavery and for its successor,
Jim Crow, so that it can move forward and seek reconciliation, justice, and harmony for
all of its citizens: Remember – “I Have A Dream”

  • “It is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned.
  • Instead of honoring this sacred obligation, America has given the Negro people a bad check which has come back marked “insufficient funds.

  • But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation.

  • So we have come to cash this check — a check that will give us upon demand the riches of freedom and the security of justice.’

After these statements made August 28,1963, 45 years later, July 23,2008,  the “bank of justice”, which is the United States government, finally acknowledged the truth of what Rev.-Dr. Martin Luther King, Jr. admonished, that there does exist such a Promissory Note for the purpose of justice, and not revenge in the name of Reparations, etc.

 

Resolved, That the House of Representatives–
(3) expresses its commitment to rectify the lingering consequences of the misdeeds
committed against African-Americans under slavery and Jim Crow and to stop the
     occurrence of human rights violations in the future.

Along with other passages stated in the Apology Resolution, these without controversy demonstrate the Moratorium is the obvious “NEXT STEP” whereby We the People can fulfill their mandates of Healing this “nation of immigrants” from its chattel slavery and Jim Crowism “wound”, and end its generational aftermath upon our conjoined descendant children.

Therefore, based on the honesty and truth of the Resolutions, the implementation of the Moratorium Proposition will ultimate lead to the expected America dreamed of by our founding fathers, thereby making this “nation of immigrants” one that is indeed post racialist.

As We the People embrace and know the truth, the United States will be freed from the grip of so called “White-guilt complex”, and finally, after 228 years become a post racial country.
