The Fiasco of “The Housing First Model”

The Housing First Model (HFM) was devised in 1987 by a White House-based policy-making entity.
Under this model, social services NGOs receive federal funding.

The US Interagency Council On Homelessness (USICH) was established by the US Congress when
…it enacted the then Stuart McKinney (later Vento) Homelessness Assistance Act.

Working on the presumption that housing was the answer to USICH’s erroneous definition of “homelessness,”
…in 1993, the Agency forced its already six (6) years-failed HMF onto the Los Angeles City and County Joint Powers Act.

LAHSA is defunct. Two and a half decades later, the question must be asked: “What happened?”
Contradictorily, USICH ordered these two ideologically warring local governments to end their paralyzing
…countercity lawsuit by adapting and implementing its already proven, flawed, and failed HFM policies.

From 1987 to 1993, the USICH HFM policy only served to fuel further the City and County taxpayers’ paid lawsuits,
…which is legally responsible for ” housing” the homeless back into mainstream society.

The USICH-forced upon LAHSA’s implementation of the HFM policy to resolve the countersuits was like
…throwing gasoline on a burning house is doomed to failure,  as they were trying to force a “round peg into a square hole.”

Being totally against nature’s laws, the advocacy of HFM by social services, advocates, and activists misled
…government officials with their erroneous concepts of homelessness as to what it is and how to resolve it.

Since the 1993 LAHSA implementation of USICH’s HFM policy, to the present of 2025, the latter has naturally failed,
…not having a realistic option for rectifying mainstream, societally caused homelessness.

The Imperative: Re-imagine Homelessness
To resolve this insanity, homelessness must now be re-imagined—from “mainstreaming” to exiting homeless people
…out of urban centers onto public lands for the planned, creation-building, and development of socioeconomically mixed,
…self-sustaining, government-chartered communities utilizing 21st-century technologies.

Due to USICH-LAHSA’s epic failures, homeless persons are forced by the toxic stresses of society to be
…21st-century pioneers of the New American Frontier of federal and state lands, which in return,
…ironically benefits urban centers from which they voluntarily left under the EXODUS II: 2028 LA Olympic Initiative.

HFM model lacked a comprehensive, collective objective for the homeless and the housed US citizens,
…which as EXODUS II espouses benefiting each other’s respective, symbiotic mutualism of needs, i.e., land

The huge, epic policy failure emanating from the White House USICH has now forced the County and City
…to retreat from their Joint Powers Act, returning them to the era before the 1993 establishment of LAHSA.

As a result, homelessness is now far worse.

Along with the growing numbers and complexities of homelessness, this dissolution of the Joint Powers Act
…will increase the amount of “red tape” required for NGO’s to receive funding.

They must apply to the city, county, state, and federal governments, which is time-consuming and wasteful.

Today, LA City and County are back where they were before LAHSA but in far worse conditions.

The Option
Based on the June 2025 US Supreme Court’s decision that it is unconstitutional for human beings, i.e.,
…homeless persons to dwell in outlawed public health and safety zones, i.e., government properties, sidewalks, parks, etc.,
there remain only two options.

Option #1
Even though the County and City are planning their programs for “helping the homeless,” thereby reducing LASHA
…to a census-taking agency, should each retain the insanity of the HFM policy, failure and doom are imminent.

Such failure will result in the President of the United States issuing an Executive Order that mandates homeless persons
…who are outlaws of society either accept the provided housing programs offered to them or be arrested, i.e., go to jail,
… “having nowhere to go”

However, local, i.e., municipalities, counties, and states’ law enforcement agencies are not equipped to make such
…massive incarcerations, nor can the courts properly manage the massive influx of such criminals.

Such leaves only one logic, which is to arrest the homeless by the US Militaries (federal and state), which are
…equipped with the personnel, resources, and lands to process and accommodate them…permanently.

Of course, this action will destroy our Union Republic, as it blatantly violates the Declaration of Independence and Constitution.

Option #2
It is now evident that had the City and County followed their own Resolution calls to the President of the United States (POTUS)
…to implement the Comprehensive Strategic National Homeless Plan according to directives of “Ted Hayes,”i.e.,
…Justiceville, billions of tax and other dollars, and countless lives would not have been lost.

After the catastrophic failed policies and plans of the governments, City, County, State, and federal, it’s now time for it
…to adapt the only National Homeless Plan of LA, the National Homelessness Capital, now dubbed, EXODUS II
