Who Is Ted Hayes

Ted Hayes is a Los Angeles–based civil rights and homelessness-resolution advocate with over 40 years of lived and operational experience.

  • Lived 8 years on Los Angeles’ Skid Row by choice, studying the system from the inside

  • Pioneer of Dome Village, an early transitional housing model

  • Contributor to HUD and LAHSA Continuum of Care frameworks

What Is EXODUS II

EXODUS II reframes homelessness as a leadership and governance issue, not a permanent condition.

It is an investment-driven national strategy focused on:

  • Restoring public order without cruelty

  • Delivering workforce development and economic return

  • Activating existing federal authority (USICH under presidential jurisdiction)

  • Creating legacy impact for leaders, cities, and institutions
