Systemic Racism (1)
Today, in 2025, circa 90% of Americans, being of willing immigration heritage (“white”), are not racist,
…but rather, inheritors of 405 years of systemic racism against unwilling chattel slaves (“black), of which
…most are unaware, particularly post-Civil War immigrants, who have greatly benefited from slavery.

Separate Categories
Historical and current discriminatory policies, including sociopolitical, class status bias,
...continue to shape who is allowed, and who is not, to access resources and opportunities among NGO’s.

Thereby, homelessness disproportionately affects Native Hawaiian, Pacific Islander, and American Indian,
…and Alaska Native, Black, Latino, LGBTQ+, and people with disabilities.

Each group must be handled differently due to their immigration or non-immigration experiences.

Therefore, these “minorities” of Hispanic Latino, et al, and LGBTQ+ are not like the Native Hawaiian,
…Pacific Islander, Native “American” (“Indian”); nor Native Alaskan (“Eskimo:), not immigrants in their lands,
…now taken from them by invading, international, illegal, violent, migrant occupiers.

Whereas, the “minorities”, i.e., Hispanic/Latino, et al, are of willing immigration heritage.

None of them fit with the chattel slave descendants. 
In describing the aforementioned, none are of color identification, but the chattel slave descendants
…are identified as being “black”.

The Usurpation of the 14th Amendment and Other Related Federal Laws, exclusively for  America’s
…chattel slaves’ descendants have been, and are being usurped away by unqualified ethno-racial groups.

Since the 1860s and early 1870s, when the federal laws were legislated, 99% of the military-liberated,
…chattel slaves, known as Freedmen, along with Freemen (non-slave American-Africans), were illiterate
…thereby, totally ignorant of them, to this present day.

The foundational root and primary cause of homelessness is the inability to succeed in a free market
….capitalist society due to deliberately contrived illiteracy.

Hence, the great mysterious cause for keeping the chattel slave descendants was prevented, and
…distracted from learning to read and comprehend that which is read.

Such is one of the primary reasons why the chattel slave descendants can’t survive or thrive,
…because the governments have used these “minorities”, i.e., people of willing immigration,
…to usurp the Federal Civil Rights exclusively and originally meant for them.

Rejection of Remedy
Though the vast majority of the homeless in the National Capital of Homelessness are chattel
…slave descendants, when one of them devised and presented a solution to the matter,
…a certain government official rejected it. This rejection led to the present crisis.

“Exhibit-A” Witness
After fourteen (14) years of activism by Justiceville, in 1999, Resolutions by the City of Los Angeles,
…the City of Santa Monica, and most significantly, the LA County Board of Supervisors, including
…an ad hoc document entitled “the JSAP”, by legendary “top cop”, law enforcement leaders.

Yet, except for the law enforcement leaders, these government entities elected not to enforce or follow
…their legislated Resolution laws guiding them to solve homelessness locally and nationally.

Investigation(s)

  • Why was a Black man rejected? How can it be rectified?
  • Why didn’t the governments pursue their Resolution guidelines?
    How can it be rectified?

The Congressional Judicial Committees of both Houses of Congress, including that of
…the President of the United States.

Audience With the President of the United States
As authorized by Sections 2, 3, 4, 5, 8, 9, 10 of the 1866 Civil Rights Act, the Progenitor of
…the 14th Amendment, and Sentence 2. B, The President must comply with the strategic plans
…for their collective destiny, of a literate, such persons, or any of them”, We the People body politic.
