US Presidential Strategic National Homeless Plan
In 1985, some 40 years ago, as a late 1960s Civil Rights cognizant, veteran, black activist peacenik,
…on a signal from GOD, I voluntarily became a homeless person.
As such, shortly after my arrival on Skid Row, in downtown Los Angeles, National Capital of Homelessness,
…and that of US military Veterans, upon surveying the matter, I immediately understood and concluded
…that humane homelessness resolution could occur only by the following measures:
- First, a Comprehensive, Strategic National Plan, similar to the post-World War II Marshall Plan,
…which rebuilt war-torn Europe, must also be implemented by Executive Order from
…the President of the United States (POTUS). - Second, the use of federal lands, beginning with adequate, decommissioned military bases, to construct
…government-chartered, strategically planned, locally customized, socio-economically mixed communities,
….e., small cities, townships, villages, etc., with all the amenities, including governmental systems,
…of a thriving, non-taxpaid, self-sustaining society.
The Local Government Resolutions
With the participation of Justiceville activists, homeless men and women, and housed volunteers,
…I/we successfully lobbied local governments for Resolutions calling upon the POTUS to immediately
execute the implementation of the Comprehensive Strategic National Plan.
Subsequently, complying with our foresight and insightful request, the following local government jurisdictions
…complied and enacted Resolutions, they are:
- First, on October 6, 1998, the LA City Council authored a resolution authored by Councilmember,
…the Hon. Rita Walters - Second, was on January 5, 1999, LA County Board of Supervisors, authored by then
…Chair, Yvonne Braith-Waite Burke. - Third, March 23, 1999, City of Santa Monica, the Hon. Mayor Pam O’Conner
- Fourth, in 1999, JSAP (Joint Statement and Action Plan of the Law Enforcement Working Group)
- Fifth, LA City Council, authored by Councilmember, the Hon. Jan Perry
“NOW Is the Time, and Fierce Urgency of NOW” (MLK)
Over the last 40 years, billions of taxpayers’ dollars have been wasted on the failed, misguided “housing first”
…policy, nationally practiced by social service programs dubbed the Homelessness Industrial Complex (HIC).
Now, combined with the sudden increase of “New” homeless persons resulting from the recent LA County
…whirlwind fires, plus the continuing increases of homelessness due to socio-economic stresses;
Making matters worse, LAHSA (LA Homeless Services Authority), the lead government agency responsible
for allocating funds to social services has been deemed corrupt, thereby paralyzing it and
…all associated social services in resolving homelessness.
Therefore, “NOW is the time and fierce urgency of NOW” for these local government
…jurisdictions to persuade the POTUS to implement their respective Resolutions.
