(Narrative) The Strategic National Plan That Simultaneously Resolve “Traditional” and “New” Homelessness
The “Traditional” Homeless
Sir, as you know, extreme toxic stresses of distress of life and property caused by turbulent, socio-economic,
…high costs of living are the primary causes of California’s rapid, ever-growing homelessness crisis over the last 40 years.
Los Angeles County and City is the National Capital of Homelessness and that of homeless US military veterans.
As you know, the Taxpayers’ social services systems are structured around the LA Homeless Services Authority (LASHA),
…have become defunct due to rampant corruption.
Such dysfunction has stymied and paralyzed social services to what we now dub “Traditional” homeless, caused by 40 years of figurative,
…“whirlwind fires” of societal and socio-economic stresses resulting in houseless-to-homelessness.
The “New” Homeless
However, the sudden existence of the “New” homeless has made your challenge to resolve homelessness more exasperating and complex.
The “New” homeless are LA County residents of specific affluent/influential communities and neighborhoods whose houses and mansions
…were suddenly “overnight,” devasted by the recent Biblical-like whirlwind fire storms.
Though presently houseless-mansionless, the unsuspecting “New” homeless are daily trending towards the dangers of homelessness.

Simultaneous Resolution
Ordered by the US and California Constitutions, We, the People, have assigned and expect you, as Governor of this great Golden State,
…to successfully and rapidly lead the way in simultaneously resolving the generation-long “Traditional” and recent “New” homelessness crises.
We are present because, in conjunction with the de facto, co-suffering Taxpayers of this State’s 58 counties
…and 483 cities and towns, you are now mandated to resolve such homelessness.
The growing “tsunami” wave, consisting of the peoples of our states’ counties and municipalities, including the “Traditional”
…as well as Influential “New” homeless et al., is not a protest, criticism of, or against you.
Instead, we collectively and respectively offer the “right hand” of fellowship to work with you at our unique, strategic “table of brotherhood.”

The Strategic Plan
Our body politic agrees with you on two matters and desires to share our realistic, strategic, national plan to achieve our mutual objective.
We have the humane, simultaneous resolution for LA County’s “Traditional” and “New,” thanking GOD for the retained powers of the latter’s influence that fuels our epic effort.
The Commonality of the Mutual Cause: “Nowhere To Go”
Whether by the devastation of figurative whirlwind fires or literal, both the “Traditional” and “New” homeless, respectively, have “nowhere to go.”
Therefore, we seek to assist our friends/brothers and sisters and ourselves by agreeing with your…
1. Correct policy based on the June 2024 US Supreme Court decision nullifying the so-called homeless “civil rights” movement,
…i.e., Brown, Jones, Boise, etc., Acts.
This highest-in-the-land Court decision rightly removed the 9th District Court’s restriction, “wall,” that protected homelessness encampments
…from law enforcement entities enforcing public health and safety codes, thereby empowered to dismantle them.
Being bereft of their encampment “homes,” these “evicted” homeless persons are scattered, having “nowhere to go”,
…except other community-neighborhood localities, which is also illegal.
By Executive Order, you have demanded that all counties and municipalities immediately demolish homelessness encampments
…and construct new, affordable housing.
If not, they risk withholding state funds and/or legal prosecution and lawsuits, as in the City of Norwalk case by your office,
…which is at taxpayers’ expense.
- Correct offer of State lands for homeless, which aligns with US President Donald J. Trump’s intent of accessing federal lands
…for new housing, based on Title V. of the McKinney-Vento, 1988 Congressional, Homeless Assistance Act.
“Somewhere To Go”
Your partner leadership will inspire all municipalities and counties to gladly comply with your E.O., as they/we all are desirous of the same:
(A)…to properly (humanely), and systematically dismantle homelessness encampments;
(B) build homeless shelters and construct housing;
…albeit on state lands, as you have already proposed, those billions of taxpayers’ dollars can now be utilized efficiently.
Land: The “Prevailing Winds” Sentiment
The fact that the Hon. US President, Mr. Donald J. Trump, is also making available federal lands for various housing concepts,
…including the homeless, demonstrates that you are being presented with the “prevailing winds” sentiments.
Therefore, the strategic plan involves your leadership in presenting this Golden State’s ideal to President Trump as a multipartisan,
public, but not tax-financed/ private epic, multibillion-dollar business venture.
