Dear Ms. Martinez,
I am writing to you regarding the urgent and historic opportunity to address homelessness in Los Angeles and beyond through the EXODUS II initiative — a lawful, humane, and economically sound strategy for creating self-sustaining communities on federal surplus land, modeled on the enduring precedent of the 1862 Homestead Act.
As you may know, U.S. District Court Judge David O. Carter has spent years grappling with the City and County of Los Angeles, exposing the failures of LAHSA and other agencies to resolve homelessness adequately. Rather than stand back — as many federal judges have — Judge Carter chose to enter the fray directly. He has walked Skid Row, seen the suffering first-hand, and wrestled with the legal and moral dilemmas of a crisis in which the majority of the unhoused are Black U.S. citizens — many federalized under the 1866 Civil Rights Act, Section 3.
It was Judge Carter who connected me with President Donald J. Trump, recognizing in EXODUS II a rare opportunity: a plan that could satisfy his deep concerns about racial justice, geography, and constitutional obligation, while also delivering on President Trump’s pledge to ensure America will “no longer leave the left behind, left behind.”
For Judge Carter, the success of EXODUS II would not only resolve the crisis over which he has labored for years. Still, it would secure his legacy as a federal judge who acted with courage in the “America’s Golden Age” era — the same era in which President Trump could stand as the finisher of work Lincoln was denied by assassination.
EXODUS II achieves this by transforming decommissioned military bases and other federal surplus lands into planned, mixed-use communities with permanent housing, job creation, and integrated services — a model replicable nationwide. Crucially, this aligns perfectly with the upcoming 2028 Los Angeles Olympics, offering the world an American success story of compassion, unity, and ingenuity, while also balancing the social impacts of Singularity 2030.
This is not simply a housing policy — it is a national security, economic stability, and moral leadership imperative. By acting now, we can avert further deterioration of public trust, defuse potential unrest, and replace reactive measures with proactive, lawful solutions.
Your leadership in this matter would be both decisive and historic, ensuring that America lives up to its constitutional promises and moral heritage. I stand ready to provide the blueprint, legal foundations, and logistical planning to make EXODUS II a reality.
