Jewish Leaders Call for Humane Alternative to Executive Order on Homelessness: EXODUS II Initiative

In this sacred season of America’s 250th Anniversary, Jewish voices from across the nation and world are speaking with urgency and conviction. We appeal to President Donald J. Trump, members of Congress, and leaders of both political parties to reconsider the July 24, 2025 Executive Order mandating law-enforcement–driven measures against America’s homeless.

We believe there is a holy and humane alternative: EXODUS II: 2028 LA Olympics Homeless Resolution Initiative, a visionary national plan designed by long-time civil rights activist Ted Hayes. Rooted in the Biblical narrative of God delivering the Hebrew people from bondage, EXODUS II offers a peaceful, community-based solution consistent with the justice and compassion embedded in the Torah and the Declaration of Independence.

We invoke the lessons of history. At Yad Vashem in Jerusalem, the martyrs whisper: “Never forget how it started.” The Holocaust began with the removal of society’s most vulnerable—those labeled as “vermin,” “mentally ill,” “disabled,” or “undesirable.” Silence from the wider public allowed tragedy to spread.

Particularly, Jews of Ashkenazi descent, Germans and Europeans, as the primary and ultimate victims of the infamous Holocaust, hold a unique moral standing in the world to make this plea. Their suffering endows them with a sacred authority to speak when the warning signs of history repeat.

Our appeal is simple: Do not criminalize or militarize poverty. Instead, embrace the Biblical and Constitutional path of justice, mercy, and national renewal through EXODUS II.

As Jews—especially Ashkenazim of Germany and Europe, the primary victims of the Holocaust—we hold the moral authority to say: “Never Forget How It Started.” The Shoah began with the rounding up of society’s most vulnerable. Silence then led to tragedy. Silence now will repeat it.

In this sacred year marking the 250th anniversary of our nation’s founding under Divine Providence, we, members of Jewish communities in America and abroad, write with solemn concern regarding your July 24, 2025 Executive Order on homelessness.

We respectfully ask that, before proceeding further, you consider an alternative grounded in Scripture, history, and the American Dream: EXODUS II: 2028 LA Olympics Homeless Resolution Initiative.

Conceived and advanced by civil rights leader Ted Hayes, EXODUS II offers a peaceful, scalable, and lawful pathway for resolving homelessness on federal lands—without resorting to military enforcement or criminalization. Like the first Exodus, it delivers the oppressed from despair into promise.

Mr. President, we urge you to pause and reflect: to implement forced removal of the poor is to risk repeating history’s darkest chapters. The Holocaust began not with death camps, but with the rounding up of the vulnerable, whom society deemed expendable. “Never Forget” is not only about memory; it is about vigilance to stop such patterns before they take root.

Because Ashkenazi Jews of Germany and Europe were the primary and ultimate victims of the Holocaust, our communities bear a unique, God-given responsibility and moral authority to raise this warning. We know, perhaps more than any other, what begins with silence against the removal of society’s “outcasts” ends in devastation for all.

We believe your legacy, like that of Abraham Lincoln whom you admire, will be measured by whether you chose justice, mercy, and nation-building over expediency. The Preamble charges our Republic to “establish Justice” and “ensure Domestic Tranquility”—not to govern by force of arms against its weakest citizens.

On behalf of Jewish communities faithful to HaShem’s charge to be a light to the nations, we appeal: embrace EXODUS II. Let this be your enduring monument of mercy and a model to the world.

We are in a prophetic hour. America, at its 250th year, faces a decision on how to treat its homeless. President Trump’s recent Executive Order directs law enforcement and military measures against the unhoused. We cannot remain silent.

Our duty before HaShem, and before history, is to speak. The Shoah began with silence as society removed its “undesirables.” Yad Vashem’s martyrs whisper still: “Never forget how it started.”

As Jews—particularly Ashkenazim of Germany and Europe, who were the primary and ultimate victims of the Holocaust—we hold the moral ground to raise this warning with clarity and urgency. No other people have carried this particular burden of history; no other people know so deeply the tragic cost of silence.

Yet we must also remember: in Germany of the 1930s, the Jewish body politic did not act when it first began. Perhaps now, if we take action for “the least of these,” God Himself will bless us and defend us in our own hour of crisis.

We urge you—Federations, advocacy groups, synagogues, organizations such as Stand With Us, AIPAC, and others—to join in a collective moral witness. Sign, endorse, and send a statement to the White House and Congress, affirming the humane alternative: EXODUS II: 2028 LA Olympics Homeless Resolution Initiative.

This is not only about the homeless. It is about safeguarding our Jewish destiny, our prophetic role as a light to the nations, and ensuring we do not repeat history by ignoring the suffering of others until it is too late.
