Subject: Strategic Recommendation to Meet with Mr. Ted Hayes Regarding National Homelessness Resolution Plan
Mr. President,
Based on my judicial experience here in Los Angeles and in light of your administration’s prior efforts through Secretary Ben Carson and Commissioner Benjamin Hobbs in 2019, I respectfully recommend a direct and timely engagement with homelessness advocate Mr. Ted Hayes.
Mr. Hayes met multiple times with your federal homelessness commission in 2019.
He and his team visited the White House twice, where he shared a generationally developed, historically grounded, and nationally scalable resolution concept—known as EXODUS II – New Frontier 2.
The plan draws upon existing federal law—Title V of the McKinney Act, and the 1862 Homestead Act signed by President Lincoln—to utilize federal lands for the relocation, dignity restoration, and self-sufficient housing of the nation’s homeless citizens.
This includes not only the chronically unhoused, but also the newly houseless and those trending toward homelessness due to events such as the January 2025 whirlwind fires in L.A. County, and other refugees of natural disasters.
The model welcomes any U.S. citizen, regardless of socio-economic standing, all amalgamated into one functioning “We the People” body politic, forming mixed, self-governing communities according to the strategic directions of EXODUS II.
I have personally reviewed Mr. Hayes’ proposal and deem it both reasonable and uniquely comprehensive. Shockingly, it remains the only national homelessness resolution blueprint of its kind, proposed to Presidents Bush Sr., Clinton, Bush Jr., Obama, you in 2019, and now President Biden. But it has yet to be executed appropriately.
With the world watching how the U.S. will address homelessness ahead of the 2028 Los Angeles Olympics, and as the failures of the 1984 Games continue to haunt this city, EXODUS II presents a peaceful and constructive alternative to enforcement-based policies.
Mr. President, I urge you to meet with Mr. Hayes and his team. The timing—40 years since he began this work—is providential.
The opportunity to fulfill Lincoln’s legacy while avoiding draconian measures is historic.
The benefits—to your presidency, the nation, and humanity—are undeniable.
