\u201cThink globally, act locally\u201d What better local than LA!<\/p>\n

The Strategic Plan<\/strong> is simply one of human beings voluntarily decentralizing themselves from the urban centers to redistribute earths\u2019 populations, with the homeless, having no roots in mainstream society, serving as the catalyst of the first, LA, USA model, emulated by global participation of all nations.<\/p>\n

Such as massive, but necessary task must be both of private and public sector operation, beginning in the US by Presidential Executive Orders leadership.<\/p>\n

This measure will rapidly reduce the volumes of mentally illnesses, including intoxicating, narcotic substance addictions, as well as psychotropic drugs for mental stability by my most people striving to live \u201chappily\u201d in mainstream society.<\/p>\n

In fact, the medical science states that 85-90% of hospitalization are caused the high levels of stress in a vision-less, therefore hopelessness society, caused by overpopulation in urban centers, which is an abomination practice to Nature and its Creator-GOD, Who admonished against urbanization circa 5,000 years ago.<\/p>\n

However, as the processes of depopulation begins, and overpopulation decreases, humanity will naturally and spiritually transcend up into proper sane thinking and behavior conducive of a just, equitable, peaceful, civil society.<\/p>\n

The social malady of homeless <\/strong>people is simply the subsequent or manifestation of society\u2019s ills but, are \u201cgaslighted\u201d as criminals by the same.<\/p>\n

\u201cHomelessness is the ultimate statement of what is wrong with society.\u201d (The Hon. Maxine Waters)<\/p>\n

It is therefore understandable why people who have been societal forced out, but into the public health and safety outlawed zones of homelessness, and therefore, have adapted, acclimated, even became one with homelessness, thereby discovering freedom from the bondage of mainstream society.<\/p>\n

Said homeless persons have found tranquility in what mainstream views as misery.<\/p>\n

Homelessness Must Be Re-imagined<\/strong>
\nIf homelessness, per se, is to be humanely resolved according the abundance of capabilities of We the People of the United States, its imperative that We the People re-imagine it.<\/p>\n

Since its Congressional inception and establishment by the 1987 Stuart McKinney Act (35 years ago), the policy makers of the White House Domestic Policy Council (DPC), directed the US Interagency Council On Homelessness (USICH), to espouse the now proven failed, \u201cHousing First\u201d model policy, which has resulted in the huge, choking \u201cbottle neck\u201d situation of housing homeless persons in the mainstream stream, of which 98% of them who are capable of holding a regular, 9-5, \u201cpunch the clock\u201d job, are correctly refusing them.<\/p>\n

The government funded social services<\/strong> have therefore related their homeless outreach work around the failed \u201chousing first\u201d model, subsequently resulting in wasting billions of tax-payers\u2019 dollars for nothing, hence, making homelessness worse.<\/p>\n

Re-Imagine The Two Allegories Homelessness<\/strong><\/p>\n

  1. The Burning Mansion<\/strong><\/li>\n
  2. A huge, beautiful mansion ablaze in fire;<\/li>\n
  3. People escaping it, running away from it coughing and knocking flames of their clothing and hair;<\/li>\n
  4. The fire department equipment arrives, and the personnel thereof leap from the their vehicles running towards the fleeing persons yelling at them to return to the mansion.<\/li>\n<\/ol>\n

    Explained: <\/strong><\/p>\n

      \n
    1. The burning mansion is the mainstream society;<\/li>\n
    2. The escaping people are the homeless, being driven from the structure or system by the heat of its fire, i.e., stressed of mainstream;<\/li>\n
    3. The fire department personnel are the social service providers espousing \u201chousing first\u201d related, rehabilitation programs designed to transition homeless back into the society-fire which initially drove them into homelessness.<\/li>\n<\/ol>\n

      Therefore, when speaking of mental illnesses<\/strong> in the \u201cgaslighting\u201d of homeless persons by trying to coerce them back into the situation, i.e., \u201cburning mansion\u201d, is the true definition of such societal sickness, whereas, the former are demonstrating signs of sanity.<\/p>\n

      1. Slave Off The Plantation \u2013 Taste Freedom<\/strong><\/li>\n
      2. Slave inadvertently wonders of plantation and doesn\u2019t want to return;<\/li>\n
      3. Slave master catches up with and admonishes him to return to plantation-slavery;<\/li>\n
      4. Slave says \u201cNo sir, massa\u201d<\/li>\n
      5. Master speaks kindly as says that upon slaves return, he will have better living quarters and food, even make a little money;<\/li>\n
      6. Slave says \u201cNo sir, massa\u201d<\/li>\n
      7. Master growls angrily, \u201cReturn or I will whip you\u201d;<\/li>\n
      8. Slave says, \u201cNo sir, massa\u201d;<\/li>\n
      9. Master says, Return or I will lynch you\u201d;<\/li>\n
      10. Slave says, \u201cYou just go right ahead, massa sir\u201d<\/li>\n
      11. Master says, \u201cYou are living the filthy misery of a swamp, you are hungry, naked, and afraid. Why won\u2019t you return to better life?\u201d<\/li>\n
      12. Slave says, \u201ccause I\u2019z free massa sir. I\u2019d rather be dead and buried in my grave, than to live my life on my knees as a slave.\u201d<\/li>\n<\/ol>\n

        From its 1985 inception, Justiceville<\/strong> has always espoused 3 basic components to resolve chronic, visible homelessness, they being:<\/p>\n

        2. Federal land usage<\/li>\n
        3. Homeless voluntarily relocate and resettle on such lands, in the model of the first, willing immigrant British\/English Isle-European into America model, as they two were homeless, having being pushed out of their fathers homeland by society stresses.<\/li>\n<\/ol>\n

          Justiceville: The Beginning and The Ending
          \n<\/strong>Born in the depths of the Los Angeles Skid Row, Justiceville is the first politically oriented (non-electoral) encampment of homeless peoples in the United States, created, named, and led by Civil Rights\/social activist Ted Hayes, who voluntarily entered the worlds of homelessness.

          In doing so, it was\/is the intent of Ted to grasp a direct, first-hand, lived experience in homelessness in order to understand its nature, i.e., learn the causes for present-to-future articulation to world of the matter, and seek a humane (non-military enforced) resolution.<\/p>\n

          In Justiceville, Ted initiated, the first, and remains to this, day, 38 years later, the only, uncontested, basic \u201cblueprint\u201d, comprehensive, strategic, national policy and plan to humanely that resolves, chronic-visible homelessness throughout the United States within a set period of time to be determined.<\/p>\n

          Over those near four decades of consistent activism, the Justiceville, \u201cThe National Homeless Plan\u201d (NHP), is now dubbed, EXODUS II: 2028 LA Olympics Initiative, which forecasts that when properly implemented, would have resolved visible homelessness throughout America, beginning in Los Angeles by the July 14th, Opening Day Olympiad.<\/p>\n
