EXODUS II:2028 is well within the strategic planning preview of the White House
The 2028 LA Summer Olympiad “never again” impetus to not repeat the past abuses of “leaf blowing” or “shooing” homeless persons-US citizens away out of sight of the watching world.
This direct participation of the Tri-City Collaboration (TCC) will greatly assist the Olympics, as well as LA’s noble impetus not repeating past, but instead resolving homelessness culture before Opening Day of the 2028 LA Summer Olympics by EXODUS II: LA 2028.
The leadership of the TCC will draw into this epic endeavor:
- the constituent residents of all governmental jurisdictions throughout the State of California, beginning with those of Los Angeles County and City Proper, America’s National Homelessness Capital;
- related, governmental associations such as, SCAG (Southern California Associations of Governments), the Chief of Police Association of LA County, and the LA County Police Officers Association, signatories of the 1999 JASP (See attachment)
- the moral highness of the LA, USA, and International Committees.
The Designed Objective
- To cause and lead the Southern California movement that results in the humane resolution to homelessness culture in every major urban center within the United States Union Republic, beginning with LA, as the regional, national and global model by Opening Day of the 2028 LA Summer Olympics, if not sooner, dubbed,
EXODUS II: 2028 Olympic GOLD Homelessness Resolution Campaign
- To be accomplished by generating a cross-region spirit-attitude of unifying, visionary, “we can do” hope with mutual cooperation of the inspired constituents of each respective jurisdiction.
Accessing the authority of US Presidential Executive Order(s), based on the January 1, 1863, Emancipation Proclamation issued by President Abraham Lincoln, and 1866-68 Civil Rights/14th Amendment.
Note: The Emancipation Proclamation factor is due to the correct the USICH policy that “systemic racism” is the primary cause for the disproportionate numbers and complexities of black homelessness.
Such access begins with impressing the USICH to see, understand and advance our EXODUS II: LA 2028 into the Presidential Executive Order (PEO) to be guided and supervised by the Justiceville, White House Negotiating A-Team (WHNAT)

The Unshakable Foundations of the Local “Government Resolution” and JSAP
The TCC stands securely upon the unassailable, non-controversial, unifying of governmental jurisdictions, social services, activist, advocates, and the general populace, all as We the People body politic summoning the POTUS to take direct and precise Presidential Executive Order(s) to this matter.
Note: 2004, Athens Greece, Summer Olympics Gold Medalist in the 110 Meters Hurdles, and USC Track & Field coach, Ms. Joanna D. “Fly-Dove” Hayes, has agreed to be our Olympics and general sports spokesperson.
The Emancipation Proclamation Strategy: America’s Moral High Ground Cause
Note: Based on the alarming fact of the overwhelming disproportionate numbers and complexities of homeless US, federal, black, i.e., American African citizens.
US District Judge, the Hon. David Carter and Emancipation Proclamation correctly stating that primary reason for the predominance of homeless black citizens is due to the unfilled mandates of the Emancipation Proclamation has not been fully actualized;
The policy of LAHSA (LA Homelessness Services Authority): the primary cause of homeless black homelessness is “systemic racism”, which Ted Hayes has proclaimed since 1985, 37 years ahead of today’s acknowledgement of the same.
The White House policy, via the USICH concurs with the policies of Judge Carter and LAHSA
Thirty-seven years ago, from the sidewalks of Skid Row, Ted was the first to sound the alarm about this homelessness travesty, is therefore, highly qualified to assist the POTUS to comprehensively address this matter. If not Ted, who? If not now, when?
