The Real Power/Authority For The Matters of Black Lives

    Based On Five, Southern California Government Jurisdiction Documents
    Founded On The 1866-Civil Rights/14th Amendment Act
    According To Emancipation Proclamation

    The Decades Old, National Homelessness Capital’s Foundation For POTUS Executive Order(s)
    The 37 years of the continuing, Justiceville movement
    is not seeking assistance from the White House US Interagency Council On Homelessness (USICH) to merely construct yet another among thousands, “innovative”, homelessness, social service outreach program.

    Nor is Justiceville requesting taxpayers’ dollars to by Presidential Executive Orders, accomplish the stated objective of EXODUS II: LA 2028.

    Rather, from its 1985 beginnings in Skid Row, the heart, “ground 0” and “black hole vortex” of the Los Angeles, the National Capital of Homelessness, as though from “a voice in the wilderness” of indifference, financial greed, and political gain, even anti-black citizens racism, has consistently called for and instructed direct, intervention of the President of the United States (POTUS) intervention.

    The Southern California government jurisdictions enacted non-legally binding Resolutions:

    Three (3) – The Cities of Los Angeles and Santa Monica;

    One (1) – LA Country Board of Supervisors (BOS);

    One (1) an ad hoc, or unofficial communique by the collaboration of legendary, “top cop” Law Enforcement Departments leaders, including two related associations.

    Due to decades of the consistent, tenaciously insistent advocacy of the homeless Justiceville activists, supported by “housed” allies, these unprecedented, afore mentioned, living documents were acquired.

    Respectively, each jurisdiction continues to summon, the POTUS to immediately execute a comprehensive, strategic, national policy and plan that humanely resolves homelessness culture and its “mainstream” causes.

    In this case, Justiceville calls this, EXODUS II: 2028

    This is EXODUS II: 2028 LA Olympics GOLD Homelessness Resolution whereby the July 14th, OPENING DAY of the Los Angeles Olympic Games, thereby avoiding the tragic travesty and global embarrassment that occurred around that of 1984.

    Enacted by these aforementioned, courageous individuals, their respective, government jurisdictions and departments, these documents be-speaks the sentiment of all the peoples in the National Homelessness Capital and that of military Veterans.

    Also included in this illustrious group is the Hon. Maxine Waters, who in the Spring of 1985, stated that “Homelessness is the ultimate statement of what is wrong in society”, therefore, within the wrongs of society, is “systemic racism” which has and continues to drive black citizens into homelessness.

    As Justiceville, Ms. Waters, was 37 plus years ahead of the White House on this matter of “systemic racism”, therefore, the wishes of this major group warrants the attention is expects

    In the Spring of 1985, Ms. Waters stated that “Homelessness is the ultimate statement of what is wrong in society”, therefore, within the wrongs of society, is “systemic racism” which has and continues to drive black citizens into homelessness.

    The 14th Amendment, Foundation Authority of These Federal Black Citizens
    Based on the White House-USICH policy espousing “systemic racism” within society as the primary cause of “black homelessness” in America, which is overwhelmingly, disproportionate in numbers and complexities, and the subsequent, dire necessity for “black leadership” Presidentially designated with real transformative authorities, the summoning ideal of these legislators precisely fills that qualification for the power to succeed.  Hence, true “Black Power” for the Matters of Black Lives!

    These FIVE Documents are such a foundation for real action power, of which any elected, or appointed government Employee would be honored to stand upon, and to best of their “So help me GOD” authority help lead the implementation of what they summon the POTUS Execute, particularly in these increasing in numbers and complexities, homeless culture.

    Furthermore, and particularly important, regardless of actions or nonactions on this matter of other governmental offices of all jurisdictions, this foundation company of American, US citizens is most worthy of Presidential cooperation, according to the 1866 Civil Rights Act, Sections 4, 8, and 9, which is founded upon the January 1, 1863 Emancipation Proclamation.

    These unprecedented documents, which are now, today, more poignant than when they were originally enacted 23 years ago, transcends electoral political partisanship, jurisdictional boundaries, uniting all factions into one body politic, have already paved the way for the POTUS to take the necessary, instructed action.

    There is no controversy here, only good will and unity.  A great foundation for the POTUS to stand on in humanely resolving this homelessness, “surprise”, national security matter.
