Letter Hon. Pres. Donald J. Trump, #47 POTUS: P.E.O. # 13878 & EXODUS II Public-Private “Partnership”

Honorable Mr. President,

You have often spoken of “the Forgotten” and “the Left Behind” — men, women, and children trapped in the ravages of extreme toxic stress within our Republic’s systems. They are citizens driven into poverty by unlivable wages and a rising cost of living; by high taxes, addictions to alcohol and narcotics, overwhelming debt, family dissolution, anti-social behavior, and crimes of survival that end in police arrest, jail, and permanent homelessness.

You have promised not to forsake them. That promise echoes through your July 24, 2025, Presidential Executive Order #13878, “Ending Vagrancy and Restoring Order.” As Chief Executive and Commander-in-Chief of the military, federalized National Guard, and law-enforcement agencies, you are constitutionally sworn to defend, protect, and execute the Constitution of our Union’s Republican Form of Government.

Yet here lies the dilemma.
The homelessness and crime you seek to resolve are concentrated in America’s urban-suburban centers — the primary residential communities of American Africans (the descendants of chattel slaves), the only citizens ever transitioned by the Constitution itself into exclusive federalized citizenship under the Fourteenth Amendment.

On one hand, you must fulfill your sworn duty to enforce laws that protect public health and safety — suppressing youth violence, murder, and urban disorder. On the other, the vast majority of the people suffering under these conditions — the true embodiment of “the Forgotten” and “the Left Behind” — are American African citizens. Any policy that treats them as a criminal threat rather than as victims of systemic, circumstantial, and environmental conditions risks repeating the very injustices you have pledged to end.

This is the mystery and the test of your presidency.
Your original campaign platform was built, in large part, on exposing the hypocrisy of the Democratic Party — the party that once enslaved American Africans for 245 years and then imposed another 99 years of Jim Crow. You promised to protect the constitutional birthright of the descendants of slaves from being diluted by illegal immigration and “anchor baby” claims.

Also, you openly proclaimed President Abraham Lincoln as your number one presidential mentor, even saying you would be “greater” by completing what he was violently cut off from finishing. In doing so, you called the nation back to Lincoln’s warning at Gettysburg and to the unfinished work of the American experiment.

Mr. President, perhaps you are playing a multi-level form of chess — issuing Executive Order 13878 as a challenge to the American people to rediscover the true cause of the American Dream and to organize accordingly. If so, the EXODUS II: 2028 LA Olympics Homeless Resolution Initiative offers you a non-military, non-coercive path to fulfill your promise to “the Forgotten” and “the Left Behind.”

Ignoring this offer, however, would be a grievous mistake. It would risk self-inflicted annihilation of the Republic’s founding ideal — the unprecedented experiment in human government launched in 1776 as a Novus Ordo Seclorum. Should you instead attempt to resolve these maladies by “strong man” tyranny — deploying military might to subdue enemies and even domestic citizenry — then history would cast you not as Lincoln’s heir, but among the oppressors of the Antiquus Ordo Seclorum: Hitler, Mao, Stalin, Napoleon, Caesar, and the Pharaohs of old.

Mr. President, we recognize this truth: as Commander-in-Chief of the Military and of Law Enforcement, you are called to arrest and suppress war, crime, and disorder. You are not a social worker, nor are you constitutionally required to be one. That sacred responsibility belongs to We the People, under the Preamble, to “form a more perfect Union, establish justice, ensure domestic tranquility, promote the general welfare, and secure the blessings of liberty.”

Therefore, we applaud your strong efforts in law enforcement. But we also expect — and call upon you — to allow and empower the People to rectify homelessness, youth frustration, and societal disorder through EXODUS II. In doing so, you will complete the unfinished work of Lincoln, preserve your own legacy, and secure the blessings of liberty for generations yet to come.
