BRIEF: President Trump’s Executive Order on Homelessness

Executive Order #13878: “ENDING VAGRANCY AND RESTORING ORDER”

Today, July 24, 2025, President Donald J. Trump signed an Executive Order to restore order to American cities and remove vagrant individuals from our streets, redirecting federal resources toward programs that tackle substance abuse and returning to the acute necessity of civil commitment.

  • The Order directs the Attorney General to reverse judicial precedents and end consent decrees that limit State and local governments’ ability to commit individuals on the streets who are a risk to themselves or others.
  • The Order requires the Attorney General to work with the Secretary of Health and Human Services, the Secretary of Housing and Urban Development, and the Secretary of Transportation to prioritize grants for states and municipalities that enforce prohibitions on open illicit drug use, urban camping and loitering, and urban squatting, and track the location of sex offenders.

    My Commenting Note:

    Ironically, the Department of Justice (DOJ), which is under the Attorney General, was explicitly created to protect the newly federalized Section 1 of the 14th Amendment and Section 1 of the 1866 Civil Rights Act, ensuring the same rights for citizens from anyone or anything, including systems that violate these provisions.
  • Established to enforce federal laws and protect civil rights.
  • Aimed to address injustices faced by newly freed African Americans.
  • Focused on combating racial discrimination and violence.
  • Played a key role in the implementation of the Reconstruction Amendments.
  • Provided legal support for voting rights and equal protection under the law.
  • Expanded its mission over time to include various civil rights issues.

Yet, ironically, the very federal government department under the Office of the Attorney General, specifically established to protect the exclusive, federalized citizens, is now becoming the persecuting weapon against them.

The Order redirects funding to ensure that individuals camping on streets and causing public disorder, who are suffering from severe mental illness or addiction, are moved into treatment centers, assisted outpatient treatment, or other facilities.

My Commentary Note:
are moved”, that is, forcefully, thereby making these “facilities”, etc., and their location, whether in or outside of the urban centers.

  • The Order ensures that discretionary grants for substance use disorder prevention, treatment, and recovery do not fund drug injection sites or illicit drug use.

    Note:
    Withholding funds from drug injection sites, etc.
  • The Order stops sex offenders who receive homelessness assistance from being housed with children, and allows programs to house women and children exclusively.Note: This is an appropriate measure

ENSURING AMERICANS FEEL SAFE IN THEIR OWN CITIES AND TOWNS:
President Trump is taking a new approach focused on protecting public safety because surrendering our cities and citizens to disorder and fear is neither compassionate to the homeless nor to other citizens. 

  • The number of individuals living on the streets in the United States on a single night during the last year of the Biden administration—274,224 —was the highest ever recorded.
  • The overwhelming majority of these individuals are addicted to drugs, have a mental health disorder, or both.Note: This vilifies the “street” people, thereby justifying military force actions for “their own good”.
  • Federal and state governments have spent tens of billions of dollars on failed programs that address homelessness but not its root causes, leaving other citizens vulnerable to public safety threats.

My Commentary Note:

Military enforcement of societally caused social maladies does not address the roots, but instead masks the fact that such conditions indict society’s policies and idealistic platitudes.  See:Militarized suppression does not heal these wounds. It only masks them.

In this case, military endorsement indicates that America’s Republican Form of Government under GOD is an abject failure, because it usurps the authority of the US Constitution Preamble, where We the People, not militarism, are ordered by the founding fathers,“to more perfect the Union,  establish Justice, ensure Domestic Tranquility, etc.”

  • Shifting these individuals into long-term institutional settings for humane treatment is the most proven way to restore public order.Note: “long-term institutional setting” refers to a permanent, internment camp with no return.

MAKING AMERICA SAFE AGAIN:
President Trump is committed to ending homelessness across America.

  • As a precursor, on July 22, 2022, then-President Trump first announced his plan on this matter at the “America First” Think Tank in Washington, DC.
  • In 2023, President Trump said, “We will use every tool, lever, and authority to get the homeless off our streets. We want to take care of them, but they have to be off our streets.”   Note: “off the streets”??? To where?
  • In March 2025, President Trump signed an Executive Order to beautify Washington, D.C., directing the National Park Service to clear all homeless encampments and graffiti on Federal lands.
  • In May 2025, President Trump signed an Executive Order establishing the National Center for Warrior Independence. At this facility, homeless veterans can receive the care, benefits, and services to which they are entitled.   Note: This is appropriate and good.
  • As part of First Lady Melania Trump’s BE BEST Initiative, the Department of Housing and Urban Development announced a $1.8 million investment to prevent homelessness among young Americans aging out of the foster care system.   Note: This is appropriate and good.
