Source or persistent homelessness
Since 1964, the Democratic Party, with its socialist polices, has dominated the urban centers of America,
…wherein the predominance of American African, “black” US, federalized citizens primarily dwell.

It’s these urban-suburban centers where the predominance of the homeless is located
…of which, which being a mere 11-12% of the national census, black citizens
…are over 60% of the homelessness.

In LA City and County, the National Capital of homelessness, being only 8-9% of
…the general population, respectively, black citizens are over 40% of the general population.

In LA Skid Row, the “black hole vortex”, and “Ground 0” of homelessness, over 90% of the
… the homeless are black men, then black women, then the minority of other ethno-racial identities

This Case that sights/sees and cites the revealed/exposed, LA County government’s anti-black, i.e.,
…African American, ethno-racial, socio-civic, economic, and classist policies and practices.

These policies violate the 1866-68 Civil Rights/14th Amendment Act (The Act), as well as
...Sentence 2, B. of January 1, 1863, Emancipation Proclamation, which authorizes an exclusive,
…super citizenship of black citizens of our Union Republican Form of Government (Art. 4, Sec. 4, Constitution).

As the first such Civil Rights law in US history, Section 1 of the Act, which is the Progenitor-Originator of
…Section 1 of the 14th Amendment authorizes the complete, EXPERIENTIAL “equal protection under the law”
…citizenship into perpetuity, solely to the emancipated, federal army-liberated-freed, chattel slaves, et al
…and their descendant children, i.e., black citizens, Negroes, colored people.

The Case contends that the unprecedented Constitutional law was/is, and always will be intended explicitly as the
…fundamental mechanism or instrument by which the federal government, particularly the Executive Branch,
…being the Presidency, the President himself as Commander in Chief of the Armed Forces.

Such is based on the Abraham Lincoln, January 1, 1863, Emancipation Proclamation, wherein the Executive Branch
…is charged to rectify, vindicate, compensate, heal, restore, repair, and protect the Federal Black citizens
… as equal, EXPERIENTIAL, citizenship, “as is enjoyed by white citizens”, i.e., American immigrants.

Unlike all other Americans, who are of willing immigration heritage, these innocents, that is, non-willing immigrants,
…i.e., chattel slaves, whose ancestors were West and Central Africans; purchased from the ancient African Slave Trade
…of certain “black” and Islamic traders, by European and American, Christian and Jewish merchants.

Then they forcefully transported them, against their wills, shackled in chains, to America in the hulls of wooden,
…oceanic ships; then resold and forced into 245 years (1620-1865) of generations-destroying, British, subsequent,
…USA institution of chattel slavery.

It is evident for all to see, i.e., the corpus delicti, the body of devastating evidence of the chattel slave
…descendant black citizens, dwelling on the “sidewalks” of the USA, that as a people, black citizens
…have never fully EXPERIENCED that mandated Section 1, The Act, citizenship “as is enjoyed by citizens”.

The late Rev.-Dr. Martin Luther King, Jr., the most outstanding civilian citizen in US history, proclaims the
“cashing of the check”, being the Promissory Note, i.e., The Act of Federal Super Citizenship, warning,

“There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights.
The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day
of justice emerges.

This Case adds that black homelessness in America, especially in Los Angeles, is the corpus delicti
of the non-execution of Amendment 14, the Constitutional Act of federal, black, super citizenship, as intended.

Since its enactment, 155 years ago, over the generations,  among the obstacles have been the terrorism of
…white supremacist entities, and individuals, such as the Ku Klux Klan (KKK); and racist-discriminatory
…systems of oppression, i.e., Black Codes-Jim Crowism; as well as political corruption, etc..

These elements have prevented the complete Presidential Execution of the Act, including significant illiteracy,
…which has generationally denied black citizens the ability to read and comprehend the powerful contents
…of the Constitution, which super-empowers them/us.

Now, in 2020 (2025), being able to read and comprehend the “appalling conditions”, even at a fourth-grade level,
…of this corpus delicti of black homelessness compels us to seek the justice of relief authorized in the
…US Constitution, emphasizing the LA City, County, and State Assembly declarations of homelessness as
…an EMERGENCY.

“We have come to cash this check — a check that will give us upon demand the riches of freedom
and the security of justice.” (Prophet MLK, Jr.)
