Inspired by the late Los Angeles City Council Member, the Hon. Rita Walters,
…who, on October 8, 1998, boldly led the Council to vote for unanimously
…the US Presidential National Homeless Plan Resolution.

On January 6, 1999, the courage of the LA County Board of Supervisor,
…the Hon. Yvonne Braith-Waite Burke, who at the time was its Chair, led the
…unprecedented in LA County, political, governance history, this prophetic,
… revolutionary-Resoluntary way to summon the President of the United States, (POTUS),
…to issue an Executive Order that implements a Strategic National Homeless Plan.
The Plan resembles the post-World War II “Marshall Plan” for rebuilding war-torn Europe.
Hence, the DOMESTIC Marshall Plan. This matter is only reasonable!
These legal, though non-binding, documents are still alive but have never been implemented.
Two and half (2 1/2) decades later, this now epic, prophetic, insightful government is needed
…Now, more than when they were enacted 24 years ago.
