Mr. President,
In March 1865, President Abraham Lincoln signed into law the Freedmen’s Bureau, recognizing that emancipation
…without federal enforcement, it would fail.
Weeks later, Lincoln was assassinated. His successor vetoed and dismantled that enforcement,
and Reconstruction collapsed before its constitutional mission was complete.
The consequences remain with us.
This packet proposes not a revival of the past, but the completion of an unfinished constitutional duty,
anchored in Section 5 of the Fourteenth Amendment, using a modern operational model already underway:
EXODUS II, a housing-first, citizenship-stabilization initiative aligned with national milestones
…including the 2028 Los Angeles Olympics and the 250th Anniversary of the United States.
This is not reparations.
It is constitutional fulfillment.
