Letter To B.O.S. Supervisor, Holly Mitchell
Greetings, Supervisor Mitchell, Shalom!
The Request:
…the enforcement of the Board of Supervisors ‘ (BOS) unanimous vote on the Resolution of January 6, 1999.
…in great detail, also summons the President of the United States (POTUS), who will implement
…a comprehensive, strategic, national plan that humanely resolves homelessness and its causes.

Along with the Resolution is the letter the BOS sent to the then-POTUS, the Hon. William “Bill” J. Clinton.
In doing so, you will honor the legacy of the three elected, American African, US federal black female citizens.
This request is without controversy, as the County and City authorize these Resolutions
….including Santa Monica, and significantly, the 1999 JSAP Ad Hoc Law Enforcement Working Group document.
However, the controversy is why the Resolution wasn’t executed after 2 1/2 decades of its enactment.
…LAHSA in particular, it’s now evident that had it been executed in 1999, the billions of taxpayers’
…dollars and the countless lives of the people the Resolution is designed to rescue would not have been lost.
…you are calling upon both Gov. Gavin Newsom and President Donald J. Trump to act accordingly.
…without this strategic, national plan, which has been repeatedly called for by the two Cities, i.e., LA and Santa Monica,
…the BOS, including the 1999 JSAP of the Law Enforcement Working Group, the new County Department
…is doomed to repeat the mistake of LAHSA.
