Re: “Simultaneously Resolving Homelessness”

Preamble, CA Constitution: We, the People of the State of California, grateful to Almight GOD for our freedom,
…to secure and perpetuate its blessings, do establish this Constitution.

Greetings, Gov. Newson,
This letter is not at liberty to share with you the details of the Strategic Plan to simultaneously resolve “Tradtinoal”
…and “New” homelessness, as there are plenty of details that can only be in-person discussed by our representative delegation.

Narrative
Sir, as you know, the TaxPayers’ social services systems are structured around LA Homeless Services Authority (LASHA),
..has become defunct due to rampant corruption.

Such dysfunction has stymied and paralyzed social services to “Traditional” homelessness caused by 40 years
…of figurative “whirlwind fires” of socio-economic, toxic stresses.

However, the sudden existence of the “New” homeless has made your challenge more complex.

The “New” homeless are LA County residents of specific affluent and influential communities and neighborhoods
…whose houses and mansions were suddenly “overnight,” devasted by the recent Biblical-like whirlwind fire storms.

Though presently houseless-mansionless, the unsuspecting “New” homeless are daily trending towards the dangers of homelessness.

Ordered by the US and California Constitutions, we the People have assigned and expect you, as Governor of this
..great Golden State, to successfully and rapidly lead the way in simultaneously resolving the generation-long
…“Traditional” and “New” homelessness crises.

In conjunction with the LA County “Whirlwind Fires Rescue Business Consortium” and the co-suffering Taxpayers
…of this State’s 58 counties and 483 cities and towns, we the “Federal Citizens Group” seek to work with you upon you.

The growing “tsunami” wave, consisting of the organized peoples of our counties and municipalities,
…including “Traditional” and Influential “New” homeless, et al., is not a protest or criticism against you.

Instead, we are collectively and respectively offering the “right hand” of fellowship to work with you  at our unique,
…strategic “table of brotherhood.”

The Plan

Our body politic agrees with you on two matters and desires to share our realistic, strategic plan to achieve our mutual objective.

As the first American refugees, i.e., descendants of this nation’s chattel slaves, we know well the frustrations and pains of property
…and memorabilia loss, mainly on collective, generational, and individual levels.

Though in our own, manifested in the form of overwhelmingly disproportionate numbers and complexities of homeless people
…in LA County and the nation, we can, want, and do, to some degree, empathize with the “New.”

Hence, we are our brother’s keeper, and we are to love our neighbors as ourselves, as commanded and expected by GOD.

For over four generations, our losses came in slow, agonizing decades, months, and, for some, weeks, which allowed us time
…for psychological and emotional adjustments.

The losses of the “New” came without warning, suddenly literally causing unimaginable suffering of shock, awe, and pain,
…and subsequently, a dangerously void of a hopeful, achievable future horizon.

The Commonality of the Mutual Cause: “Nowhere To Go”

Whether by the devastation of figurative whirlwind fires or literal, both the “Traditional” and “New” homeless, respectively,
…have “nowhere to go”

Therefore, we seek to assist our friends and ourselves by agreeing with your…

1.  Correct policy based on the June 2024 US Supreme Court decision nullifying the so-called homeless “civil rights”
…movement, i.e., Jones, Boise, etc., Acts.

This highest-in-the-land Court decision rightly removed the 9th District Court’s restriction, “wall,” protecting homelessness encampments
…from law enforcement entities enforcing public health and safety codes, empowering them to dismantle them.

Being bereft of their encampment “homes,” these “evicted” homeless persons are scattered, having “nowhere to go”
…but other community-neighborhood localities, which is also illegal.

By Executive Order, you have demanded that all counties and municipalities immediately demolish homelessness encampments
…and construct new, affordable housing.

If not, they risk the withholding of State funds and/or legal prosecution of the City of Norwalk case by your office,
…which is taxpayers’ expense in lawsuits.

2.  Correct offer of State lands for the homeless, which aligns with US President Donald J. Trump’s intent of accessing
…federal lands for new housing, based on Title V of the McKinney-Vento, 1988 Congressional, Homeless Assistance Act.

“Somewhere To Go”
Your partner leadership will inspire all municipalities and counties to gladly comply with your correct desire, as they/we
…all are desirous of the same: to properly (humanely), systematically dismantle homelessness encampments,
…build homeless shelters, and construct housing, albeit on state lands, as you have already proposed, of which
…those billions of taxpayers’ dollars can now be utilized efficiently.

The fact that the Hon. US President, Mr. Donald J. Trump, is also making federal lands available for various
…housing concepts, including the homeless, demonstrate that you are being presented with the “prevailing winds” sentiments.

Therefore, the strategic plan involves your leadership in initially presenting this Golden State’s ideal to
…President Trump as a multipartisan, public (no taxes), private epic venture.

We present EXODUS II: 2028, Los Angeles Olympics, Homeless Resolution Initiative.

In this letter, we are not at liberty to give you the details of the Plan, as there are plenty of details that can only be
…in-person discussed, which is why we request audience with you.
