As a social activist, in January 1985 (28 yrs. ago), Ted Hayes voluntarily committed his life’s work to understandingly empathize with homeless persons in order to seek, discover, and develop a comprehensive, humane resolution to homelessness.

After gaining an unprecedented, empathetic understanding, and calling for a US Presidential Executive Ordered, strategic national policy and plan of his design, which was rebuffed by certain public and private interests, Ted predicted that there will be a future dispatchment of military forces to resolve homeless, saying the following:

Local and national government, et al, will allow homelessness to become so pervasive in local communities and neighborhoods throughout our country, that when the military, either regular, active-duty federal personnel, and/or federalized, state national guard to forcefully relocate homeless, US citizens into resettlement facilities, there would be very little resistance.
